Yeah, I was having this problem too, until I found a solution online and now it works again. It was only my Notepad.exe that wouldn't display the Jump Lists.

Windows 7 is just a piece of shit jacked up refurbished Vista. My next operating system is going to be Linux. I have used it before and it works great.
This answer is what worked for me...
I'm on Windows 7 Ultimate 64-bit and was facing the same prob.
Deleting the file "9b9cdc69c1c24e2b.automaticDestinations-ms" in%AppData%\Microsoft\Windows\Recent\AutomaticDestinations did the trick.
